Stacy Garrity
Treasurer
Commonwealth of Pennsylvania

Pennsylvania Treasurer Stacy Garrity is a recipient of the 2025 Distinguished State Leader Award for her commitment and continued efforts to establish a new state-facilitated retirement savings program and provide more easily accessible options to save for all employers and employees. A champion who has worked tirelessly throughout her first term in office, Treasurer Garrity was re-elected to a second term this year with one of the largest margins of any state elected official.

As Pennsylvania’s State Treasurer, businesswoman and retired U.S. Army Reserve Colonel Stacy Garrity is focused on transparency, cutting waste and fees, returning more than $4.5 billion in unclaimed property to its rightful owners, and making education affordable for Pennsylvanians.

In the Army Reserve, she served three overseas deployments. As a businesswoman, she worked as one of the first two female vice-presidents at Global Tungsten & Powders in Towanda, the largest tungsten smelter in the western world.

Treasurer Garrity is a fiscal watchdog, protecting more than $160 billion in state assets, returning more than $750 million worth of unclaimed property to the rightful owners, and managing the PA 529 College & Career Savings Program, the PA ABLE Savings Program, and the INVEST program for local government agencies and nonprofits. She has cut fees for both PA 529 and PA ABLE, saving account owners more than $16.5 million.

Mike Pieciak
Treasurer
Vermont

Vermont Treasurer Mike Pieciak is a recipient of the 2025 Distinguished State Leader Award for his making the new Vermont Saves auto-IRA program one of his first legislative priorities and achievements upon assuming office in January 2023. The program was enacted with significant support and opened to all eligible employers in December 2024.

Mike Pieciak was inaugurated as Vermont’s 31st State Treasurer in January 2023, focusing his tenure on financial equity and rebuilding the middle class. One of his key achievements was championing the “Vermont Saves” program, providing over 80,000 Vermonters access to a retirement plan. He also expanded the “10% in Vermont” program and prioritized housing development, announcing $55.5 million in low-interest housing loans which are expected to help construct more than 1,100 housing units across the state.

In 2024, Mike led efforts to establish the “Vermont Baby Bonds” program, aimed at helping children from disadvantaged backgrounds build wealth and secure their financial futures. His office is currently developing a pilot program to explore its broader implementation. Prior to serving as Treasurer, Mike was the commissioner of Vermont’s Department of Financial Regulation, where he played a vital role in the state’s pandemic response. Originally from Brattleboro, Mike now lives in Winooski with his husband Will and their English Setter, Jetty.
